Peer Review Policy
Purpose and Scope
The Cambodian Journal of Education, Management, and Development (CJEMD) adheres to a rigorous peer review process to ensure the publication of high-quality, original research. The purpose of the peer review process is to uphold academic integrity, maintain research standards, and provide valuable feedback to authors.
Types of Submissions
The CJEMD accepts a range of manuscripts, including research articles, review papers, case studies, and policy briefs, all of which are subject to the peer review process.
Peer Review Model
CJEMD operates a double-blind peer review system. This means that both reviewers and authors remain anonymous throughout the process. This ensures unbiased and fair evaluations of submitted manuscripts.
Review Process
Initial Submission and Screening
- Manuscripts are first reviewed by the editorial team to ensure they meet the journal’s scope and submission guidelines. Submissions that do not align with these guidelines are rejected or returned for revision without external peer review.
- The editorial team assesses whether the manuscript is suitable for peer review and may reject submissions based on quality, relevance, or ethical concerns.
Assignment of Reviewers
- Manuscripts that pass initial screening are assigned to two independent reviewers with expertise in the relevant field. Reviewers are selected based on their qualifications, research interests, and experience.
- Reviewers are given 4 weeks to complete their evaluations and submit their recommendations.
Review Criteria
Reviewers evaluate manuscripts based on the following criteria:
- Originality and contribution to the field.
- Soundness of research methodology and analysis.
- Clarity of presentation and organization.
- Appropriateness of conclusions based on the data and evidence.
- Ethical standards in research practices.
Reviewer Recommendations
After the review, each reviewer will provide one of the following recommendations:
- Accept: The manuscript is suitable for publication without any changes.
- Minor Revisions: The manuscript requires minor adjustments, but is generally acceptable.
- Major Revisions: The manuscript requires substantial changes, but may be reconsidered after revision.
- Reject: The manuscript is not suitable for publication due to significant methodological, theoretical, or presentation issues.
Editorial Decision
- The editor makes the final decision based on the reviewers’ feedback. The possible decisions are: accept, minor revision, major revision, or reject.
- Authors will be informed of the decision and provided with the reviewers’ comments. If revisions are required, authors must resubmit their revised manuscript within the specified time frame, typically 4–6 weeks.
Re-Review Process
- For manuscripts requiring major revisions, a re-review process may occur. The revised manuscript is typically sent back to the same reviewers for further evaluation.
- After the review of the revised manuscript, the editorial team will make a final decision on the manuscript’s acceptance or rejection.
Reviewer Responsibilities
- Reviewers are expected to provide objective and constructive feedback to improve the quality of the manuscript.
- Reviewers must disclose any conflicts of interest and recuse themselves from reviewing any manuscripts where potential bias may arise.
- All communication regarding manuscripts must be kept confidential.
Confidentiality
The peer review process is confidential, and information regarding submitted manuscripts is only disclosed to reviewers, editors, and the corresponding author. Manuscripts under review should not be discussed publicly by reviewers or editors.
Ethical Guidelines
CJEMD follows the ethical guidelines set forth by the Committee on Publication Ethics (COPE). All manuscripts are reviewed with attention to research integrity, plagiarism, and ethical research practices. Manuscripts with ethical concerns are subject to rejection.
Appeals Process
If an author disagrees with a decision, they may appeal to the editorial board. Appeals must be made in writing, outlining the reasons for reconsideration. The editorial board’s decision on the appeal will be final.
Time Frame
Manuscripts are typically reviewed within 6 to 8 weeks from submission. The journal strives to provide timely feedback, but delays may occur due to reviewer availability.
Post-Publication Review
In cases where significant errors or ethical concerns arise post-publication, CJEMD reserves the right to investigate, retract, or correct the published work.
